PocketPCs. I don't think either do much caching, because they seem to be designed on the assumption that the PDA is the weaker link in processing than the server, which is usually the case.
I can only speak for SlimRemote - your assumption is true. Though SlimRemote does cache the result for a minute (speeding up scrolling up and down lists). The CLI is pretty fast: when run on a decent PC SlimRemote can scroll through lists without noticable delay. And SlimRemote is far from fast :-).
