The BBC block a number of common VPN providers, specifically because they don't want people doing what you are trying to do. And given you don't pay the BBC licence fee the BBC are entirely within their rights to restrict the bit rate you can receive. So don't be surprised if it doesn't work.
The flaw in the BBC's scheme is they don't provide a way for non UK citizens to pay the BBC licence fee and receive the benfits. But then they'd have to work out rights issues, ie. a 320kbps AAC stream but with the content they don't have a non UK licence for removed. I can see why the BBC stick to just two options ie.
