I'm pretty sure the program defaults to Chicago weather. It probably means there is something incorrect in your settings and it is falling back to the default location. You should probably look at the server log. You can increase the logging level for SDT (set to debug), let it run for ~15 minutes, and then check the log to see if that provides helpful information.
