Hum, not sure. I did indeed publish it as an alpha action only which should only appear to those I invite. Did a quick check using another google account and the action did not show up on the web for that account, but the action name (LMS Controls) is reserved for me. So did you build the DialogFlow part of the project and test it on google actions? If yes that is likely how the action came to be available. Otherwise, not quite sure where you got the action from.
