OK, I'm working on this.  One thing I discovered is that I was handling
sleep/wake messages from the O/S using messages that are not current as
of Windows 7/8/10.  Since I don't support pre-Win7 anyway, I could
recode and rely on a better scheme available now.  That allowed me to
make things simpler.  I don't know what causes taskbar icons to blink
orange, precisely.  I think it has something to do with the URL being
"stale" when the computer wakes up, or the fact that the browser thinks
it is controlling a player that is not there yet.  So I added a line to
clear the browser URL on Sleep.  It is going to get reloaded anyway on
wake.  The fixed the orange taskbar icon.  I've also allowed some extra
delay for SLX to start doing network stuff until and to ensure all the
network services are "awake" as well.  After all this, SLX can make sure
the local player is selected in the browser when everything wakes back
up.  I'd rather it be whatever player was selected when it went to
sleep, so I am still playing with it.  But I seem to have a fix for this
nearly working.
