R4 live plays OK for me outside the UK.

That is a network/server issue - Plugin can do nothing about that.  The
HTTP module says 
"596 - errors during TLS negotiation, request sending and header
processing."

Are you using a VPN to play UK from non-UK.  If so users have had
problem with NORD VPN on akamai CDN.

Why are you using HLS ?  Why not DASH ? or is DASH failing and so HLS is
being tried and failing as well ?
Try the alt-CDN live stream (I.e. Limelight vs Akamai) to see if it is
CDN specific.
As a workaround play the MP3 stream
