In the early days of the world wide web things were case sensitive - particularly on Windows servers - browsers are probably coded to send in lowercase but that doesn't actually explain the reason behind the issue in a Chrome app. As long as you know about it you can code accordingly and notify people how to fix the issue if they come across it.
