It's cached. You can define the expiry time on line 8:

my $updateInterval = 15;

Honestly, now that I'm looking at that code, I do not even know whether  
this means "15 seconds" or "refresh every 15th call" (which might be 15  
seconds if the screen is refreshed once per second...). But you can play  
with that value to meet your needs. If you don't care about the load on  
your server, you can set this to 0, and the file will be read every time  
something has to be displayed. Play with the setting and see the effect on  
your server's performance.

You can change the text, yes, but you can't change the refresh rate  
without restart.

As I see more and more interest in those few lines of code, I think I'll  
have to make this a real plugin, with some logic :-).
