Update on this one. I was using the new beta Chromium-based Edge browser. For some reason it does not let me make the window as narrow as Chrome does. There is about 1-inch difference. So with Chrome I can make it narrow enough to trigger mobile layout, but not with Chromium-based Edge beta.
