It has to speak German to be allowed on .de. That would be a lot of work with 4000 lines of intent samples. Dont hold your breath.
The workaround is to set your account to .co.uk, install the skill, change back to .de. The skill wont disappear. If you want a subscription youll have to do that while still on .co.uk.
