You should NEVER have to open forwarding rules. That's either the wrong term you're using, or the wrong direction. You have to make sure spotty can reach the internet on those ports. Forwarding usually is to reach internal systems from the internet.
Enable logging for plugin.spotty. You should then find the command used to get the token in your server.log. Try to run the same from the command line and report back what that gives.
