The audio device list is generated by the portaudio library for windows and all windows 10 systems I have tried work without issue.
As a test could you try 'Audacity' (https://www.audacityteam.org/) and see if you can play an audio file with that? Audacity uses the portaudio library as well, however they do maintain their own patches/fixes sometimes not in the mainline portaudio sources. If Audacity works then perhaps we can identify a fix for your problem.
