If I remember correctly, you have the choice of selecting the desired language and charset during installation (at least when installing Ubuntu 6.06.1 LTS Server Edition), but I forgot how to get this choice again after finishing the installation. It is a long time since I installed this server. I am curious about what you are going to find out ;-)
In the meantime, I searched the web and found some helpful tips on http://blog.arlandt.com/archiv/325.
