I agree, you're better off with either an Infrant, or a Mini/Nano ITX based board. Here is another option in the ~20W range: http://www.soekris.com/net5501.htm This board would be fine, but only works with Linux/BSD and not windows. Another good option is to use an older laptop. You can easily get something in the $200-300 range that will have USB2 for connecting an external disk. Most good laptops (like a Thinkpad T30 or similar) can be tuned to run at lower speeds, which can reduce their power usage to 15-20 watts. Especialy with the LCD turned off.
