My apologies to the community for posting this. 

So, I fired up my server and Touch that had remained dormant in a closed
cabin since past November, and experienced what I described above. I
mistakenly suspected the crappy DSL. I have been streaming 320kbps RP
stations and other stations as well, no problems.

After a few days I had an "ah-ha" thought. Yep, the RP plugin was on
version 2.5, which must have been the version last November? Anyhow, I
updated it, and so far so good.

The one thing that I have never quite understood though. I have started
and stopped LMS a few times and it seems the plugin never updated? I had
to visit the plugin page in setting, then apply, and restart for the
plugin to be updated. Am I imagining this as well? I wouldn't be
suprised :)
