FYI ... when I put in the programme details for the plugins that I wrote I do not set the artist name when it is a programme (rather than a track) ... and I put the programme synopsis (if there is one and it is enabled in the settings) into the Album field. If you want to see it in action for a station that has lots of programmes and no songs try France Info with the RadioFrance plugin installed. I think I found that having title and artist present (along with a duration) made other things happen - like submitting to last.fm - that could never work ... so I avoid the artist field except for real artists (I set it to empty string).
