Interesting, I rarely see the red circle but every time I wake up my phone to Material it takes several seconds or more to re-establish a connection with the server. During that time, for instance, I can manipulate the volume but nothing actually happens. What I'm suggesting is that a "rotating red circle" (similar to the "now scanning" indicator) appear in upper right from the time the phone is awoken (screen comes on) to the time when Material is able to transfer input to the server. The three dots reappear as a sign that Material is ready to go, or the solid red circle (!) appears to indicate there is a connection problem. Does that make sense?
