Yes - I now get the same.  

I'm still not sure how to proceed with the tweaks - if possible the
process should run in the background, shouldn't it?   
You can't use the & in a tweak command.   So, again what to do?  

I haven't tried ngrok http 80 as a tweak command to see what happens as
a test.
