author has not updated it in many years, could a version with the
patched install.xml be included within the standard Docker image?

The standard Docker image is supposed to be just LMS. There's no plan to include any 3rd party plugin. It would always be outdated, the wrong plugin, not all plugins etc. And it's easy enough to install plugins. Not to mention that LMS has some built-in auto scan code, too. I never used it personally, and I don't know how it differs from hickinbottoms' impleentation. But it does exist.

Now if the plugin is GPLed, feel free to take over the maintenance task. Even if you only change the maxVersion value.
