Thanks. For some reason, which I don't understand, making the change to the file described (changing "cgi-bin" to "cgi") does, indeed fix the problem.
To summarise: an installation on 6.5.2, on Debian, produced an error message on the log, and the plugin failed to appear on the Squeezebox.
