This does appear to be a caching problem. Caching of the menus is only for 10 minutes, so the explicit caching is probably not the cause. So there is probably some default web caching that LMS is doing that I didn't notice was happening. It didn't matter before 2.7.1, as I wasn't showing the "Currently Not Available " message, so it would try anyway. I'll track down the problem and fix it.
