I would go with
http://ftp.us.debian.org/debian/pool/main/g/glibc/libc6_2.28-10_i386.deb,
the other version you used is probably for stretch, not buster. 
I guess you missed to remove the file NEWS.Debian.gz. 
See instructions of first page (I know I should document this better),
there is one line:
rm oldpack/usr/share/doc/libc6/changelog.Debian.gz

This should help hopefully (this file is not needed and causes a version
conflict during the installation preventing the entire installation)
