I have (or at least had) edit rights on the MixCloud plugin in Github because of a small change I suggested long ago. So - if the current maintainer does not call in over the next few days then I should be able to work on this.
As for the 403 (Forbidden) ... it might be a protection mechanism from MixCloud (which does not sanction dlmixcloud) - to prevent later reuse of URLs and forcing a regeneration.
