One of the big issues with the IRBlaster is that it's using lirc command files, many of which are incorrect.
If the author switched over to using Pronto codes, they're far easier to understand and are either available or can be constructed in very clean states. The Volume issue specifically is likely due to incorrect one-time and repeat sequences. If you've learned the command yourself it's learned as RAW which is unsuitable to be repeated for many IR protocols without an enormous duration to make it look like multiple taps.
