I think you should give a better description of the term "digital
waviness" so that people can better understand the artefacts you are
hearing. Problems in a stream (e.g lost packets) with different
encoding formats can result in characteristic audible artefacts - with
a better description it may be possible to identify the source of the
distortion. 

AAC+ is a better format but not perfect. It is a compressed format and
as such I don't believe the hype that at 128kbits speed it provides
"near CD-quality" or at 112kbits/s  "FM-Quality" especially on some
sites CD quaity is touted at 64kbits and FM quality at 32kbpit/sec. (

That said, you should examine your decoding chain to make sure
distortion are not introduced.  Areas to check

1. AAC+ decoded stream is sent to SB3 as Flac or WAV
2. mplayer AAC+ decoders uses floating point and not fixed point
3. Try using libfaad AAC+ decoder in mplayer build and not the ffmpeg
decoder.
4. Check on what encoder is being used by the station as there are
quality issues with some encoders. 
5. Is the station using aacplus v1 or aacplus v2 ?
