I've had a similar issue--it seems once it fails songs pile up for a bit. I resolved it by restarting SlimServer, although it may have cleared up on its own once.
The plugin will cache tracks to scrobble and submit them all when it can again. On Linux it sticks a file in /tmp, I assume it does the same to the temp directory on Windows. Once when I saw this I noticed last.fm didn't seem to be taking submissions from anyone.
