After another new hours I fixed my problem. Your are completly right, port 4070 and 5353 were blocked. I need some time to find out why. The ports wasn't blocked by the debian system nor by the hyper-v system or any other firewall. The fritzbox (my router) parental controls was the problem. I created a few profiles to proteced my kids. All other system use the default profile "unlimited" with full internet access. Nevertheless the connections were blocked. After deleting all device settings in "Home Network/ Network/ Devices and Users" configuration page of the fritzbox the debian server can open connections to the ports again. So now it's working.
