What you are seeing is that your receiver gets confused by the two
overlapping IR commands - the original one from the remote and the IR
command IRBlaster is sending out.

For a single (non repeating) command like power this most of the time
isn't an issue since the original command from the remote has stopped
before the IR command is sent by IRBlaster, allowing the receiver to
distinguish between the two.

But for repeating commands like volume the receiver picks up both
commands together and the chance is it gets confused, hence placing a
piece of paper over the IR emitter helps since that blocks the IR
command coming from the remote.
