Is ReplayGain what you are looking for?

You use a tool that "listens" to how "loud" the music is (once), 
and tags the files with this information (without changing the original
music).

On playback (in the correct mode) its like having someone adjust the
volume (per track/ per album) - on the fly - so that the volume  stays
"about the same" - no leaping for the volume knob on unanticipated
transitions.

I've used foobar2000 to add ReplayGain tags to all my flac files (which
support ReplayGain tags). and then use the
Settings->Volume Adjustment->"Smart" Gain Selection, 
to achieve the "consistent background music volume for dinner parties",
in combination with playlists to manamge the music selection depending
on the crowd/mood and to have enough music queued up, so as to not have
to bother with it once started, for the rest of the event and beyond.
