Is ReplayGain what you are looking for? You use a tool that "listens" to how "loud" the music is (once), and tags the files with this information (without changing the original music).
On playback (in the correct mode) its like having someone adjust the volume (per track/ per album) - on the fly - so that the volume stays "about the same" - no leaping for the volume knob on unanticipated transitions.
