The "bandwidth" issue relates to timeouts on TCP RWIN - essentially mplayer has received packets, it hasn't acknowledged ther packets because it hasn't "played" (i.e. decoded) them. So the BBC server resets the link thinking the connection is faulty and so frees resources.
There are other issues which can trigger the BBC reset of the link such as - user pauses playback, network congestion.
