I can't speak for SqueezeCenter or Leopard, but on SlimServer 6.5.4 (and earlier) and Tiger, plugins work fine in the Plugins folder of the SlimDevices folder of the Library. The folder you suggest might be currently necessary, I don't know, but it isn't intended as the place to put your own plugins.
