I suspect those codes could be shortened somewhat but I'm not an expert
in sorting that out. It looks a little like the sequence is repeated
five times in the on code that you provided.

If the receiver's own remote won't perform the on/off function then the
IR Blaster is never going to be able to do it either as it sounds like
the receiver has a fault. However, some remotes have different modes
such as TV where the power and other controls switch to the TV control
signals but volume, for example, stay with the receiver signals. It
would be worth you checking for that and if that is the case relearning
the working on/off signals.

If the test buttons in the SC settings cause the correct action then
three things come to mind.

The first is interference between the SB remote and the IR Blaster
signal. If the receiver is in line of sight for the SB remote then it
is likely to be receiving both that and the IR Blaster signal
simultaneously which is likely to confuse it. Try covering the IR
Blaster attached to the receiver's IR Receiver with something opaque
such as book or ensure it cannot see the SB signal.

The second is repeat timing. The IR Blaster may be sending the repeat
of the volume command too fast for the receiver which is confusing it.

The third is repeat signal. Some remotes send a slightly different code
for a single button press to a button that is held down so it may be
that the receiver is ignoring the repeated volume control because it is
not expecting to see the single shot volume control repeated so
quickly.

It may be worth asking the manufacturer if they will let you have to
correct codes.
