are you running the latest version of SSODS? Some older versions used port 9090 (which is used by CLI by default) for the webinterface which was causing me similar problems. The latest version of SSODS uses 9099.
If you are running an older version and are happy with it you could also change the CLI port to something different in the plugin settings.
