If the frame could display a repeating slideshow with the images having HTTP URLs, that could work pretty well. The plugin might not even have to update anything -- plugins can deliver web content with URLs like http://yourserver:9000/plugins/PicFrame/image1.jpeg If the frame were well-designed, it would use & respect HTTP cache-control, if-modified-since, etag, etc. headers and would only need to pull a new image when the song changed. A couple sites have suggested the GeCube Genie PC (http://www.mobilemag.com/content/100/334/C14763/) will only cost about $250 USD. For that price, I'd likely buy one & try it out (first item to do: hide that logo on the facade!). For the $450 USD that mobilemag, Gizmodo, and others have suggested, I'd pass.
