The 404 message associated with "settings" error has number of causes
and it can happen with any plugin.

One cause is multiple installation/removal of plugins leaving behind
unused directories or levels of directories. Check that
server/Plugins and all subdirectories that there are no excess
directories (even if empty). Also check server/Slim/Plugin in the same
way. Make sure SC is stopped when doing any deletions.

After any cleanup while Sc is stopped, delete plugin-data.yaml from the
cache directory and then reboot PC. Windows seems to have some sort of
cache that users have reported a reboot help these 404 errors.

Otherwise use Google and use the following search for more instances of
the 404 problem.
