Those TrackStat stars are provided by iPeng itself and is hard coded to
TrackStat.
As a side note, if you are just interested in setting rating in iTunes,
they will probably be set through these stars if you install the
TrackStat plugin. The reason is that the TrackStat plugin will call the
iTunes Update plugin whenever one of these rating stars is clicked. It
won't work if you like to display the rating from iTunes though,
because those stars only displays the rating in the SqueezeCenter
(TrackStat) database.

iPeng doesn't add all the page links registered under "plugins" because
it knows most looks like a mess in the iPeng skin, so instead each
plugin developer needs to add their plugin also to "pluginsiPeng" when
they have fixed the layout and make sure it really works in iPeng.
However, I do think you might want to do some iPeng skin specific
layout adjustments, because it doesn't look very nice in iPeng after
I've added the above row. The file

in the TrackStat plugin might give you some ideas as it displays similar
