In regards to commandline support, its fairly simple. You connect to a socket on a IP and sends XML to the House Controller. The XML messages is then transformed into wireless Z-Wave signals and turns on/off/dim your lamps(dimmers) and you get a report back with the level of the lamps. Its a 2-way protocol.
