I don't think so - even for the 3 main groups. The whole point of using Flashplayer was that Adobe takes away all that pain from BBC (especially Linux which BBC got such flak for iPlayer 1.0) and Adobe gets loaded onto user PCs. The possibility AAC+ stream may offer hope if it is not "secure" but Flashplayer streaming audio supports two formats MP3 and AAC+ so I am bit wary.
