No answer yet but some minor points.

1. In the past BBC serve user by region so that user with connectivity
problems would only affect groups of users and not all. It is possible
there is some regional issue.  I think The BBC is moving away from this
approach 

2. To be certain about telnet and mplayer.sh - you need 
a) with telnet show the time delay between start of request and end of
response.
b) mplayer.sh should be run with similar cache and bandwidth options.

3. Check your network interface for network errors (use netstat). There
have been users with PC network interface problems which only show up
using AlienBBC.

4. Does your modem have any special "application" settings which "tune"
audio/video traffic.  Some DLINK routers have a setting which affects
use of port 554 as it is mainly used by standard RTSP but I think DLINK
got confused by the RealNetwork variation of RTSP.
