At startup Infobrowser consolidates all opml files into a file called infobrowser.opml in the SC Playlist directory (or cache directory if playlist is not defined).
I think Infobrowser should have noticed the update of the BBC weather opml but to fix your problem Either. 1. Settings/Plugins/Infobrowser and click "Reset Menu" in the settings. This will results in all opml being re-read and infobrowser.opml being recreated from scratch. or 2. Stop SC.
