The issue for some is that the latest beta version is SC 7.4, which is likely to be compatible with 7.3 (at least at the moment), but they won't be able to see the plugin in Extension Downloader, because you have set maxVersion to 7.3+. As it can't be downloaded/installed, they can't modify the maxVersion to get it to run.
