The file should be created in the directory configured in the "Output directory" parameter when you hit the "Export" link in Custom Scan web interface. You will have to make sure that SqueezeCenter has write access to this directory. If it fails to write to the directory you should get some errors in the SqueezeCenter log found in SqueezeCenter Settings/Advanced/Logging
How have you configured the different parameters of the "iTunes Statistics Export" scanning module in Custom Scan ? The TrackStatiTunesUpdateWin.pl file is found in the TrackStat plugin directory. Depending if you have installed it through Extension Downloader or manually you will find it either in the "Plugins/TrackStat" directory under the SqueezeCenter installation or in the "InstalledPlugins/Plugins/TrackStat" directory under the SqueezeCenter cache directory.
