Maybe not for CB itself, but you can specify a "weight" parameter for Menus you add to the top level. iPeng respects that, I put a menu to the top of my "More" menu, you may have to experiment a bit to find out the values for the other menus (or turn "network.cometd" logging on while iPeng starts and then find the values in the big list of menu items that is transmitted early in the startup procedure.
