To get the code incorporated, you'll need to go through the bugzilla enhancement request process, attaching your proposed patch. If you do that, be sure to base your code on the SC 7.4 PreventStandby code.
Alternately, you could create a user plugin variation on PreventStandby (as I did with the ReallyPreventStandby plugin) that includes your LightsOut stuff and instruct users to disable the stock PreventStandby plugin.
