You may find DSbridge offers a better solution than Waveinput for Spotify.
The WaveInput plugins does not alter volume in any way so the controls to look at are 1. Audio Control panel - recording Level for "Stereo Mix" or whatever thre "What U Hear" is called. 2. If the audio card does not have a proper analog volume control (this is commonly the case for recent PCs) - then volume from WaveInput will be affected by PC volume control on System Tray. 3.
