I was running into what I thought was a permissions problem, but I think it's a bug. The IR Blaster Wizard reports a failure to write a configuration file if you try and use it (SC 7.3.3).
You need to create this file in (for me) C:\PROGRA~1\SQUEEZ~1\server\Plugins\IRBlaster And it will work fine.
