The .par is just a package really, you can extract it with WinRAR. Then you get the standard plugin.pm file which you can install in the normal way, ie. drop it into the plugin directory (with most of the other files). However you need to get the directory structure correct and maybe amend some of the includes in the pm file. Its a lot of trial and error but can be done.
