Thanks for the honesty.  The bottom line is: no.  SrvrPowerCtrl doesn't
fix this problem.  This is a limitation of the new SBC 7.4 firmware and
the differences between SqueezeNetwork and MySqueezebox.com.

This is really, really maddening, IMHO.  Loyal Squeezebox users seemly
had to badger the developers over the years to get WOL working reliably
with SlimServer and SqueezeCenter and the 'ip3k' level players (SB2,
SB3, Transporter) and the SBC.  And with SC 7.3.4 and the 7.3 r6038
firmware for the SBC, the developers had succeeded.  WOL mostly 'just
worked'.  The switch to SBS 7.4 has seemed like a huge step backwards in
terms of WOL reliability.  Last time I tried, there just didn't seem to
be a way to wake the local server using the SBC when a player was "on"
MySqueezebox.com.  This is the kind of "just not thinking though the
consequences" of a design change that I didn't think the Squeezebox
developers would fall pray to.  But they have.  Sad and bogus, as they
say.

Unless the Squeezebox developers fix this obvious flaw in SqueezePlay
(the SBC firmware), we'll have to wait until someone comes up with a Lua
"applet" that lives on the SBC and reliably executes WOL requests. 
Unfortunately, the state of the documentation on how to develop such
applets is, well, laughable.  I'm too scared to try, anyway.

Unless you're a big MySqueezebox.com user, you can always move back to
SqueezeCenter 7.3.4.  That's what I'm running.
