Looks like with weather.com's changes to their website, twice a day is all you'll get with the forecastTOD logic. Twice a day is probably enough since you can press '+' to refresh these at anytime. If you wanted to separate long weather updates from the 10day and averages you could use logic based on the time since long weather was last updated. i.e. - Last update was > 6 hours ago.
