Well its hard to be sure - if you find it some some streams and not others, then I would tend to blame the bbc end. If the stream does not start at all, then enabling plugin.bbciplayer.parser and plugin.bbciplayer.rtmp logging would be useful to see.
For breakup during the stream - with flash aac streams using non squeezeplay players, then the stream is processed by the server as well as the player, so the problem could be the server running slow as well as the network or bbc. However unless you have a slow server I would tend to suspect things outside our control.
